I know that you cannot change the format of a copyrighted work - so it is illegal to make an audio recording of a novel. But we have special ed. students with IEP's that specify audiobooks. Several of the novels used in content areas are not available in audio format. Is it legal for us to make an audio recording in this instance, or do we need to receive permission from the copyright holder?

Your special 'circumstance' does not waive the law.
