While exchanging website information, someone posted my
email address on their website without my permission.
I have asked them twice to remove it, but I have simply been ignored.
Can I send a cease and desist letter? Can file a complaint somewhere?
I would like this to stop before my email address is picked up by the
spam harvesters. Any advice you can give me is greatly appreciated.

Your email address, much like your street address, is considered public record. But unlike your street address which you can't change to prevent junk mail, you can change your email address or install software to prevent spam.
