i was unknowingly filmed outside a public building. this film has been used more than once in local news excerts concerning tobacco laws. did the tv station have a right to film me (with a zoom in shot) without my permission? can i stop this?

No, you can't. You're part of a "story" that is newsworthy.
And, the worst part of it is that now you can't get life insurance because everybody knows you smoke - - AND there's proof of it on film.
