How do you report a possible fraud from sales of tapes off internet
auction? Thought I was buying originals and recieved poor quality
recorded copies with no FBI warning on them. isn't this illeagle to do?

Yes it is illegal. You probably won't get your money back but you should report the seller to the auction site.
