Is it legal for a school to make DVD copies of videotapes it has purchased for use solely within the school?
Answer:
Yes and No. Even a school needs a license from the copyright holder to make copies of works. It could be anything from a blanket approval for an 'institution of learning' permission to a full-blown license at an 'educational rate' but anyone who copies copyrighted materials without the permission of the copyright holder for whatever reason is in violation of the law.
