Under a grant award, I created a series books, which were copyrighted to the grant agency. I was guarantee free use of the material after the grant ended. When it did end, I rewrote the books and copyrighted these books in my name. Is this a problem?

Yes, it's called copyright infringement.
Free use does not mean stealing of copyright.
