What is the name of your state? South Carolina
I'm starting a website (supported by advertising) which will be largely based on video clips of local "news" and events.
I know that if you're shooting video to sell in some form you need to get model releases from everybody in the film.
Do I need to do that in this case? What if I'm filming a parade or outdoor park event? Does the local news team have to chase down all the people that walk by their camera?

If the video is taken in a public place, and you are not using anyone's likeness to sell the video, then you do not need permission from everyone in the video. You get in trouble when you take videos in places that are not public -- that is, where there is an "expectation of privacy," or where a person's likeness is used in advertising the video.
