fan films

I have a question about making a fan film based off of copyrighted material. If a fan film is made using the same characters of a cartoon series that are copyrighted does this this violate the copyright law? The story itself was an original creation but used the same characters and was based closely off of a story told in the same cartoon the characters are from? Can this be considered copyright infringement if it is distributed to others even if no money is made off of it?
