for example, if I find very useful governmental database website and I believe that there is a market for that, can I sell governmental online data?
more clearly, the concept is like some countries have private visa lottery dealer and charge money for the service. Everyone can apply online for free , however, there are still people who can not read english and have to depend on the dealers
