  I have H1B and my wife H4. We both are in India. New born baby joined our family a month ago. Can she travel on my wife's Visa? Does she need passport/visa to travel to US? We are planning to go back in 3 months (On vacation in Hyderabad)

Yes she needs a valid passport and visa to travel to US. When you get passport, you can send passport with other documents to US consulate for visa..you do not have to take her to the consulate.
